Memorandum of November 21, 1996
Delegation of Responsibilities Under the Iran and
Libya Sanctions Act of 1996
Memorandum for the Secretary of State, the Secretary of
the Treasury, the Secretary of Commerce, [and] the
United States Trade Representative
By the authority vested in me by the Constitution and
laws of the United States of America, including section
301 of title 3 of the United States Code, I hereby
delegate to the Secretary of State the functions vested
in the President by the following provisions of the
Iran and Libya Sanctions Act of 1996 (Public Law 104-
172) (``the Act''), such functions to be exercised in
consultation with the Departments of the Treasury and
Commerce and the United States Trade Representative,
and with the Export-Import Bank and Federal Reserve
Board and other interested agencies as appropriate:
sections 4(c), 5(a), 5(b), 5(c), 5(f), 6(1), 6(2), and
9(c). I hereby delegate to the Secretary of State the
functions vested in the President by the following
provisions of the Act: sections 4(a), 4(b), 4(d), 4(e),
5(d), 5(e), 9(a), 9(b), and 10.
Any reference in this memorandum to provisions of any
Act related to the subject of this memorandum shall be
deemed to include references to any hereafter-enacted
provision of law that is the same or substantially the
same as such provisions.
The following functions vested in the President by the
following provisions of the Act delegated by this
memorandum may be redelegated: 4(a), 4(b), 4(d), 4(e),
5(d), 5(e), and 10. All other functions delegated by
this memorandum may not be redelegated.
The Secretary of State is authorized and directed to
publish this memorandum in the Federal Register.
