Kunkle Foundry Company, Incorporated, Andrews, Indiana; Notice of 
Negative Determination on Reconsideration

    On August 26, 1998, the Department issued an Affirmative 
Determination Regarding Application for Reconsideration for the workers 
and former workers of the subject firm. The notice was published in the 
Federal Regiser on September 10, 1998 (63 FR 48525).
    The Department initially denied TAA to workers of Kunkle Foundry 
because the ``contributed importantly'' group eligibility requirement 
of Section 222(3) of the Trade Act of 1974, as amended, was not met. 
The Department conducted a survey of major customers of the subject 
firm. None of the respondents indicated any imports of bronze castings. 
The workers at the subject firm were engaged in employment related to 
the production of bronze castings.
    The petitioner asserted that subject firm production of bronze 
castings had been shifted to Mexico and imported into the U.S.
    On reconsideration, the department requested that the subject firm 
provide additional information about the disposition of certain 
castings. After discussions with company officials and officials with 
companies with whom the castings have been out-sourced, the department 
has found that the out-sourced castings are being manufactured in New 
Jersey and Texas and not in Mexico.

Conclusion

    After reconsideration, I affirm the original notice of negative 
determination of eligibility to apply for worker adjustment assistance 
for workers and former workers of Kunkle Foundry Company, Incorporated, 
Andrews, Indiana.
