    Notice of Public Information Collections being Reviewed by the 
    Federal Communications Commission, Comments Requested
    
    November 27 1995.
    
    SUMMARY: The Federal Communications, as part of its continuing effort 
    to reduce paperwork burden invites the general public and other Federal 
    agencies to take this opportunity to comment on the following proposed 
    and/or continuing information collections, as required by the Paperwork 
    Reduction Act of 1995, Public Law 104-13. Comments are requested 
    concerning (a) whether the proposed collection of information is 
    necessary for the proper performance of the functions of the 
    Commission, including whether the information shall have practical 
    utility; (b) the accuracy of the Commissions burden estimates; (c) ways 
    to enhance the quality, utility, and clarity of the information 
    collected and (d) ways to minimize the burden of the collection of 
    information on the respondents, including the use of automated 
    collection techniques or other forms of information technology.
    
    DATES: Written comments should be submitted on or before February 5, 
    1996. If you anticipate that you will be submitting comments, but find 
    it difficult to do so within the period of time allowed by this notice,

    SUPPLEMENTARY INFORMATION:
    
    OMB Approval Number: 3060-0020.
        Title: Application for Ground Station Authorization in the Aviation 
    Services.
        Form No.: FCC 406.
        Type of Review: Revision of a currently approved collection.
        Respondents: Businesses or other for-profit; Small businesses or 
    organizations; Individuals or households; State or Local Governments; 
    Non-profit institutions.
        Number of Respondents: 1,600.
        Estimated Time Per Response: 1 hour.
        Total Annual Burden: 1,600 hours.
        Needs and Uses: FCC Rules require the collection of this 
    information on new, modifications, renewal with modifications and 
    assignments of Ground station authorizations. Data is used to update 
    the existing database and make efficient use of the frequency spectrum. 
    Data is also used by Compliance personnel in conjunction with Field 
    Engineers for enforcement and interference resolutions. The data 
    collected is required by the Communications Act of 1934, as amended; 
    International Treaties and FCC Rules 47 CFR Parts 1.922, 1.924, 87.21 
    and 87.31. The Commission intends to revise the FCC Form 406 to collect 
    only metric measurements in lieu of English measurements and to add a 
    space for applicant to provide a FAX number. The number of responses 
    and estimated burden remains unchanged.
