SUMMARY: The Federal Mine Safety and Health Review Commission is
extending the comment period for a notice of proposed rulemaking
    published on November 10, 1999 (64 FR 61236-39). On November 10, 1999,
the Commission proposed to amend its procedural rules by adding a new

as a pilot program for a two-year trial period. In response to a
request by the Department of Labor's Office of the Solicitor, the
Commission is extending the comment period for 30 days.
