Market Promotion Program, Fiscal Year 1995

SUMMARY: This notice announces the Market Promotion Program for Fiscal
Year 1995.

SUPPLEMENTARY INFORMATION: Section 203 of the Agricultural Trade Act of
1978, as amended, directs the Commodity Credit Corporation (CCC) to
``carry out a program to encourage the development, maintenance and
expansion of commercial export markets for agricultural commodities
through cost-share assistance to eligible trade organizations that
implement a foreign market development program.'' Assistance under this
program may be provided in the form of funds of, or commodities owned
by, the CCC, as determined appropriate by the Secretary.
The MPP will be implemented in accordance with the regulations set
forth in 7 C.F.R. part 1485, January 31, 1995. The Administrator of the
Foreign Agricultural Service (FAS), who is Vice President of CCC, is
authorized to enter into agreements with nonprofit agricultural trade
organizations, nonprofit state regional trade groups, agricultural
cooperatives, state agencies and U.S. commercial entities to share the
costs of approved overseas marketing and promotion activities that are
intended to develop, maintain or expand commercial export markets for
U.S. agricultural commodities and products. CCC will enter into
agreements only where the eligible agricultural commodity is comprised
of at least 50 percent U.S. origin by weight, exclusive of added water.
CCC may provide assistance for brand promotion activities.
Eligible entities desiring to participate in the MPP must submit an
application (an original and two copies) containing information
required by the MPP regulations.
All applications (an original and two copies) must be either hand
delivered or sent by postal delivery and must be received by 5:00 p.m.
eastern time, March 2, 1995, at the following address:

A final rule was published on January 31, 1995, which adopts the
substantive provisions of the Interim Rules published August 16, 1991,
(56 FR 40747) and November 17, 1993, (58 FR 60550) with changes to
reflect public comments and recent legislative changes to the
authorizing statute. All entities should carefully review the final
regulations prior to submitting an application.
