    SUMMARY:

    The Architectural and Transportation Barriers Compliance Board (Access Board) established a Public Rights-of-Way Access Advisory Committee (Committee) to assist the Board in developing a proposed rule on accessibility guidelines for newly constructed and altered public rights-of-way covered by the Americans with Disabilities Act of 1990 and the Architectural Barriers Act of 1968. This document announces the next meeting of the technical assistance sub-committee of that Committee, which will be open to the public.

    DATES:

    The meeting of the sub-committee is scheduled for February 20 and 21, 2002, beginning at 9 a.m. and ending at 5 p.m. each day.

    SUPPLEMENTARY INFORMATION:

    On October 20, 1999, the Architectural and Transportation Barriers Compliance Board (Access Board) published a notice appointing members to a Public Rights-of-Way Access Advisory Committee (Committee). 64 FR 56482 (October 20, 1999). The objectives of the Committee include providing recommendations for developing a proposed rule addressing accessibility guidelines for newly constructed and altered public rights-of-way covered by the Americans with Disabilities Act of 1990 and the Architectural Barriers Act of 1968, recommendations regarding technical assistance issues, and guidance for best practices for alterations in the public rights-of-way.

    On January 10, 2001, the Committee presented its recommendations on accessible public rights-of-way in a report entitled “Building a True Community”. The report is available on the Access Board's Web site at www.access-board.gov or can be ordered by calling the Access Board at (800) 872-2253 (voice) or (800) 993-2822 (TTY).

    At its February meeting, the technical assistance sub-committee will continue to address the development and format of technical assistance materials relating to public rights-of-way. The sub-committee meeting will be open to the public and interested persons can attend the meeting and communicate their views. Members of the public will have an opportunity to address the sub-committee on issues of interest to them and the sub-committee during the public comment period at the beginning of each meeting day. Members of the public may participate on subcommittees of the Committee. Additionally, all interested persons will have the opportunity to comment when the proposed accessibility guidelines for public rights-of-way are issued in the Federal Register by the Access Board.
