        In accordance with the Federal Advisory Committee Act (Public Law 
    92-463, as amended), the National Science Foundation announces the 
    following meeting:
    
        Name: Special Emphasis Panel in Systemic Reform (#1765).
        Dates and Times: 12:00 noon-6:30 p.m.; March 7, 1996, 8:00 a.m.-
    12:00 noon; March 8, 1996.

        Type of Meeting: Closed.

        Purpose of Meeting: To provide advice and recommendations 
    concerning proposals submitted to the NSF EPSCoR program for 
    financial support.
        Agenda: To review and evaluate science and technology (S&T) 
    proposals from states participating in the Experimental Program to 
    Stimulate Competitive Research. Proposals request support in one of 
    two categories: (1) 12- to 24-month non-renewable EPSCoR Grant or 
    (2) 36-month EPSCoR Cooperative Agreement. Proposals in both 
    categories are submitted in response to NSF EPSCoR solicitation 95-
    141.
        Reason for Closing: The proposals being reviewed include 
    information of a proprietary or confidential nature, including 
    technical information; financial data, such as salaries; and 
    personal information concerning individuals associated with the 
    proposals. These matters are exempt under 5 U.S.C. 552(b). (c)(4) 
    and (6) of the Government in the Sunshine Act.
