ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition for rule making
filed by Dana Puopolo, requesting the allotment of Channel 228A to
Burdett, Kansas, as that community's first local aural transmission
service. Coordinates used for this proposal are 38-11-30 NL and 99-31-
30 WL.
DATES: Comments must be filed on or before March 29, 1999, and reply
comments on or before April 13, 1999.

Notice of Proposed Rule Making, MM Docket No. 99-33, adopted January

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
