    NUCLEAR REGULATORY COMMISSION
    
    Advisory Committee on Nuclear Waste; Notice of Meeting
    
        The Advisory Committee on Nuclear Waste (ACNW) will hold its 90th 
    meeting on March 20 and 21, 1997, in Room T-2B3, at 11545 Rockville 
    Pike, Rockville, Maryland.
        The entire meeting will be open to public attendance, with the 
    exception of a portion that may be closed to discuss information the 
    release of which would constitute a clearly unwarranted invasion of 
    personal privacy pursuant to 5 U.S.C. 552b(c)(6).
        The schedule for this meeting is as follows:
    
    Thursday, March 20, 1997--8:30 A.M. until 6:00 P.M.
    Friday, March 21, 1997--8:30 A.M. until 6:00 P.M.
    
        During this meeting, the Committee plans to consider the following:
        A. Meeting with the Directors of the Division of Waste Management 
    and the Spent Fuel Projects Office--The Directors will discuss 
    priorities for their respective divisions and highlight issues they may 
    wish the Committee to consider over the next year.
        B. Defense In-Depth Philosophy--The NRC staff will discuss this 
    philosophy and how it applies to the regulation of nuclear waste 
    activities. This discussion will revisit the history of the defense in-
    depth philosophy and the rationale behind the high-level waste 
    subsystem requirements in the Commission's regulations (10 CFR Part 
    60).
        C. Planning for Commission Meeting--The Committee will prepare for 
    their April 1997 meeting with the Commission.
        D. BIOMOVS II--The Committee will be briefed by the NRC staff on 
    the current status of the Biosphere Model Validation Study, Phase II. 
    Central to this work is defining the reference biosphere and critical 
    group.
        E. Preparation of ACNW Reports--The Committee will discuss proposed 
    reports, including the specification of a critical group and reference 
    biosphere to be used in the performance assessment for a nuclear waste 
    disposal facility, and other topics discussed during the meeting as the 
    need arises.
        F. Committee Activities/Future Agenda/Appointment of New Members--
    The Committee will consider topics proposed for future consideration by 
    the full Committee and Working Groups. The Committee will discuss ACNW-
    related activities of individual members. The Committee will also 
    consider the qualifications of potential new ACNW members. A portion of 
    this session may be closed to public attendance to discuss information 
    the release of which would constitute a clearly unwarranted invasion of 
    personal privacy pursuant to 5 U.S.C. 552b(c)(6).
        G. Miscellaneous--The Committee will discuss miscellaneous matters 
    related to the conduct of Committee activities and organizational 
    activities and complete discussion of matters and specific issues that 
    were not completed during previous meetings, as time and availability 
    of information permit.
        Procedures for the conduct of and participation in ACNW meetings 
    were published in the Federal Register on October 8, 1996 (61 FR 
    52814). In accordance with these procedures, oral or written statements 
    may be presented by members of the public, electronic recordings will 
    be permitted only during those portions of the meeting that are open to 
    the public, and questions may be asked only by members of the 
    Committee, its consultants, and staff. Persons desiring to make oral 
    statements should notify the Chief, Nuclear Waste Branch, Mr. Richard 
    K. Major, as far in advance as practicable so that appropriate 
    arrangements can be made to schedule the necessary time during the 
    meeting for such statements. Use of still, motion picture, and 
    television cameras during this meeting will be limited to selected 
    portions of the meeting as determined by the ACNW Chairman. Information 
    regarding the time to be set aside for this purpose may be obtained by 
    contacting the Chief, Nuclear Waste Branch, prior to the meeting. In 
    view of the possibility that the schedule for ACNW meetings may be 
    adjusted by the Chairman as necessary to facilitate the conduct of the 
    meeting, persons planning to attend should notify Mr. Major as to their 
    particular needs.

    meeting has been cancelled or rescheduled, the Chairman's ruling on 
    requests for the opportunity to present oral statements and the time
