    GL&V/Black Clawson-Kennedy, Watertown, New York; Notice of 
    Negative Determination on Reconsideration
    
        On August 25, 1998, the Department issued an Affirmative 
    Determination Regarding Application for Reconsideration for the workers 
    and former workers of the subject firm. The notice was published in the 
    Federal Register on September 4, 1998 (63 FR 47326).
        The Department initially denied TAA to workers of GL&V/Black 
    Clawson-Kennedy because the ``contributed importantly'' group 
    eligibility requirement of Section 222(3) of the Trade Act of 1974, as 
    amended, was not met. The production of dryers and dryer systems was 
    transferred to another company-owned domestic facility. The company 
    does not import and has no plans to start importing like or directly 
    competitive products. The workers at the subject firm was engaged in 
    employment related to the production of dryers and dryer systems.
        The petitioner asserted that increased foreign competition was a 
    major factor in the closing of the facility and provided additional 
    information which warranted reconsideration of the Department's 
    previous denial.
        On reconsideration, the Department requested that the subject firm 
    provide additional information about the sales and lost bids. The 
    Department conducted a survey of lost domestic bids by the subject 
    firm. The respondent indicated the manufacture of the dryers was 
    subcontracted to a U.S. company which manufactured the dryers in the 
    U.S.
    
    Conclusion
    
        After reconsideration, I affirm the original notice of negative 
    determination of eligibility to apply for worker adjustment assistance 
    for workers and former workers of GL&V/Black Clawson-Kennedy, 
    Watertown, New York.
