AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by Great
Scott Broadcasting requesting the substitution of Channel 228B for
Channel 228B1 at Georgetown, Delaware, and reallotment of the channel
to Millsboro, Delaware. Great Scott also requests modification of its
license for Station WZBH to show Channel 228B at Millsboro. The
coordinates for Channel 228B at Millsboro are 38-18-53 and 75-13-50. We
shall propose to modify the license for Station WZBH in accordance with
Section 1.420(g) and (i) of the Commission's Rules and will not accept
competing expressions of interest for the use of the channel or require
petitioner to demonstrate the availaility of an additional equivalent
class channel for use by such parties.
DATES: Comments must be filed on or before April 5, 1996, and reply
comments on or before April 22, 1996.

Provisions of the Regulatory Flexibility Act of l980 do not apply
to this proceeding.
