action: Publication of certain concession policies and procedures.

summary: The National Park Service (NPS) authorizes private businesses 
known as concessioners to provide necessary and appropriate visitor 
facilities and services in areas of the National Park System. NPS is 
undertaking a review of its policies and procedures concerning 
concession management activities. Certain policy and procedural changes 
have been published for comment previously. Pending completion of a 
full review, NPS is publishing the remainder of its staff manual (NPS-
48) dealing with the administration of concession authorizations for 
comment. Although not required by law to seek public comment on these 
policies and procedures, NPS will consider all comments received in a 
timely manner.
