    Sumas International Pipeline Inc.; Notice of Compliance Filing 
    and Request for Certain Waivers
    
    February 13, 1998.
        Take notice that on February 10, 1998, Sumas International Pipeline 
    Inc. (SIPI) tendered for filing as part of its FERC Gas Tariff, 
    Original Volume No. 2, the tariff sheets listed in Appendix A to the 
    filing, to become effective April 1, 1998.
        SIPI asserts that the purpose of this filing is to comply with 
    Order No. 587 issued on July 17, 1996, and the Notice Clarifying 
    Procedures for Filing Pro-Forma Tariff Sheets issued on September 12, 
    1996, in Docket No. RM96-1-000. These pro-forma sheets reflect the 
    requirement that interstate natural gas pipelines follow standardized 
    procedures for critical business practices (nominations; allocations, 
    balancing and measurement; invoicing; and capacity release) and 
    standardized protocols and file formats for electronic communication 
    except where waivers have been requested.
        SIPI states that copies of this filing were mailed to all customers 
    of SIPI and Interested Parties.
        Any person desiring to be heard or to protest this filing should 
    file a motion to intervene or protest with the Federal Energy 
    Regulatory Commission, 888 First Street, N.E., Washington, D.C. 20426, 
    in accordance with Sections 385.211 and 385.214 of the Commission's 
    Rules and Regulations. All such motions or protests must be filed on or 
    before February 20, 1998. Protests will be considered by the Commission 
    in determining the appropriate action to be taken, but will not serve 
    to make protestants parties to the proceeding. Any person wishing to 
    become a party must file a motion to intervene. Copies of this filing 
    are on file with the Commission and are available for public inspection 
    in the Public Reference Room.
