Budget Rescissions and Deferrals; Notice
To The Congress of The United States
In accordance with the Congressional Budget and Impoundment Control
Act of 1974, I herewith report nine proposed rescissions of budgetary
resources, totaling $397 million, and one revised deferral, totaling $7
million.
The proposed rescissions affect the Departments of Agriculture,
Defense-Military, Energy, Housing and Urban Development, and Justice,
and the General Services Administration. The deferral affects the
Social Security Administration.

Of the funds made available under this heading in Public Law 104-
180, $50,000,000 are rescinded of which: $3,500,000 shall be from the
amounts appropriated for ocean freight differential costs; and
$46,500,000 shall be from the amounts appropriated for the costs of
direct credit agreements as authorized by the Agricultural Trade
Development and Assistance Act of 1954, as amended, and the Food for
Progress Act of 1985, as amended.

Supplemental Report; Report Pursuant to Section 1014(c) of Public Law
93-344
This report updates Deferral No. 97-7, which was transmitted to
Congress on December 4, 1996.
This revision increases by $4,136 the previous deferral of
$7,364,828 in the Limitation on administrative expenses, Social
Security Administration, resulting in a total deferral of $7,368,964.
This increase results from the deferral of additional carryover of
funds from FY 1996 that cannot be used in FY 1997.
