Description: Form CM is required by law and is designed to collect timely information on international portfolio capital movements, including data on total U.S. dollar deposits held by nonbanking business enterprises in the U.S. with banks located outside the United States, foreigners' purchases and sales of long-term securities in transactions with U.S. persons. This information is necessary for compiling the U.S. balance of payments, for calculating the U.S. international investment position, and for formulating U.S. international investment position, and for U.S. financial and monetary policies.

Description: Form BL-3 is required by law and is designed to collect timely information on international portfolio capital movements, including notification by banks, other depository institutions, brokers and dealers to United States nonbank borrowers from foreigners that they may have a reporting obligation under the Treasury Internal Capital system. This information is necessary for compiling U.S. balance of payments, for calculating U.S. international investment position, and for formulating U.S. international financial and monetary policies.
