AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by
Mountain West Broadcasting proposing the allotment of Channel 239C3 to
Fort Benton, Montana, as that community's first local broadcast
service. The channel can be allotted to Fort Benton with a site
restriction 13.4 kilometers (8.4 miles) southwest of the community at
coordinates 47-44-01 NL and 110-47-41 WL. Canadian concurrence will be
requested for the allotment of Channel 239C3 at Fort Benton.
DATES: Comments must be filed on or before April 5, 1999, and reply
comments on or before April 20, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
