Delegation of Responsibilities Under Section 
                1205(d) and 1207(c) of Title XII of Public Law 103-337

                Memorandum for the Secretary of State [and] the 
                Secretary of Defense

                By the authority vested in me by the Constitution and 
                the laws of the United States of America, including 
                section 301 of Title 3 of the United States Code, I 
                hereby delegate to the Secretary of State the 
                authorities and duties vested in the President under 
                sections 1205(d) and 1207(c) of Title XII of the 
                National Defense Authorization Act for Fiscal Year 1995 
                (Public Law 103-337), to be exercised in consultation 
                with the Secretary of Defense.

                The Secretary of State is authorized and directed to 
                publish this memorandum in the Federal Register.
