Proposal to Collect Socio-economic Information on West Coast
Whiting Processor/Harvester Workers
ACTION: Proposed collection; comment request.

SUMMARY: The Department of Commerce, as part of its continuing effort
to reduce paperwork and respondent burden, invites the general public
and other Federal agencies to take this opportunity to comment on
proposed and/or continuing information collections, as required by the
Paperwork Reduction Act of 1995, Public Law 104-13 (44 U.S.C.
3506(c)(2)(A)).
DATES: Written comments must be submitted on or before April 29, 1996.

SUPPLEMENTARY INFORMATION:
I. Abstract
Data on the socio-economic characteristics of workers in the West
Coast Pacific whiting harvesting and processing industry will be
collected via a survey. The data will be used to supplement and
validate other types of data which will be collected in focus groups
convened as part of a social impact analysis of the likely effects of
the next onshore-offshore allocation decision to be made by the Pacific
Fishery Management Council and Secretary of Commerce. The data
collection effort will involve two efforts: (1) Identification of the
population to be sampled: Selected whiting processors and harvesters
will be asked to provide information on the number of workers they
employ by job category. (2) Collection of information from members of
the population: The questions to be asked of workers in the whiting
industry will cover the following topics: household income, number of
dependents, dependence on whiting income and alternative sources of
income, seasonality and length of employment in fisheries, age, marital
status, level of education, location of permanent residence, length of
time and participation in the community of permanent residence, and
minority status.
II. Method of Collection
The survey will be administered either through a visit to
processing/harvesting operations or through a mail survey. A
representative sample will be selected from the firms in the industry.
However, because the industry is small but diverse it is estimated that
about half of all firms will be contacted.

IV. Request for Comments
Comments are invited on: (a) Whether the proposed collection of
information is necessary for the proper performance of the functions of
the agency, including whether the information shall have practical
utility; (b) the accuracy of the agency's estimate of the burden
(including hours and cost) of the proposed collection of information;
(c) ways to enhance the quality, utility, and clarity of the
information to be collected; and (d) ways to minimize the burden of the
collection of information on respondents, including through the use of
automated collection techniques or other forms of information
technology.
Comments submitted in response to this notice will be summarized
and/or included in the request for OMB approval of this information
collection; they also will become a matter of public record.
