The Department of Agriculture has submitted the following
information collection requirement(s) to OMB for review and clearance
under the Paperwork Reduction Act of 1995, Public Law 104-13. Comments
regarding these information collections are best assured of having
their full effect if received within 30 days of this notification.

Farm Service Agency
Title: Upland Cotton Domestic User/Exporter Agreement and Payment
Program--Addendum.
Summary: This proposed rule amends the regulation to set the
payment rate for exporters under the domestic user/exporter marketing
certificate program on the date the Commodity Credit Corporation (CCC)
determines is the date on which the cotton is shipped. To participate
in the program, exporters are required to report to CCC on a weekly
basis all export sales, and any cancellation or amendments to sales
contracts.
Need and Use of the Information: The information collections are
necessary to establish eligibility for payments of domestic users and
exporters of U.S. upland cotton and to accurately determine the level
of payments authorized under this program.
Description of Respondents: Business or other for-profit.
Number of Respondents: 300.
Frequency of Responses: Recordkeeping; Reporting: On occasion,
Weekly.
Total Burden Hours: 4,675.
