AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by High
Plains Broadcasting, Inc. to allot Channel 235C1 to Velva, ND, as the
community's first local aural service. Channel 235C1 can be allotted to
Velva in compliance with the Commission's minimum distance separation
requirements without the imposition of a site restriction, at
coordinates 48-03-18 NL; 100-55-54 WL. Canadian concurrence in the
allotment is required since Velva is located within 320 kilometers of
the U.S.-Canadian border.
DATES: Comments must be filed on or before March 15, 1999, and reply
comments on or before March 30, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
