    SUMMARY: This document requests comments on a petition filed by 
    Mountain West Broadcasting proposing the allotment of Channel 246C2 to 
    Neihart, Montana, as that community's first local broadcast service. 
    The channel can be allotted to Neihart without a site restriction at 
    coordinates 46-56-18 NL and 110-44-18 WL. Canadian concurrence will be 
    requested for the allotment of Channel 246C2 at Neihart.
    
    DATES: Comments must be filed on or before March 22, 1999, and reply 
    comments on or before April 6, 1999.

    of Proposed Rule Making, MM Docket No. 99-15, adopted January 13, 1999,

        Provisions of the Regulatory Flexibility Act of l980 do not apply 
    to this proceeding.

    prohibited in Commission proceedings, such as this one, which involve
