AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: This document requests comments on a petition filed by Kent S.
Foster proposing the allotment of Channel 283A to Eden, Texas, as that
community's first local broadcast service. The channel can be allotted
to Eden without a site restriction at coordinates 31-13-06 NLand 99-50-
36 WL. Mexican concurrence will be requested for the allotment of
Channel 283A at Eden.
DATES: Comments must be filed on or before March 22, 1999, and reply
comments on or before April 6, 1999.

Provisions of the Regulatory Flexibility Act of 1980 do not apply
