AGENCY: Department of Defense, National Security Education Program 
(NSEP).

ACTION: Notice.

SUMMARY: The NSEP announces the opening of its Second Annual 
Competition for Grants to U.S. Institutions of Higher Education.

DATES: Grant solicitations (applications) will be available beginning 
Monday, March 6, 1995. Preliminary Proposals are due Friday, April 21, 
1995.
