    AGENCY: Environmental Protection Agency (EPA).
    
    ACTION: Proposed rule.

    SUMMARY: EPA is proposing to approve State Implementation Plan (SIP) 
    revisions submitted by the State of New Hampshire. These revisions 
    consist of the State's volatile organic compound (VOC) regulations in 
    Chapter Env-A 1204 (except 1204.06), certain testing and monitoring 
    requirements in Chapter Env-A 800, and recordkeeping and reporting 
    requirements in Chapter Env-A 900, all of which require the 
    implementation of reasonably available control technology (RACT) for 
    certain sources of volatile organic compounds (VOCs), as required by 
    the Clean Air Act. These revisions also consist of source specific VOC 
    RACT determinations for L.W. Packard and Company, Textile Tapes 
    Corporation, and Kalwall Corporation. In the Final Rules Section of 
    this Federal Register, EPA is approving the State's SIP revisions as a 
    direct final rule without prior proposal because the Agency views these 
    amendments as a noncontroversial revision and anticipates no adverse 
    comments. A detailed rationale for the approval is set forth in the 
    direct final rule. If no adverse comments are received in response to 
    that direct final rule, no further activity is contemplated in relation 
    to this proposed rule. If EPA receives relevant adverse comments, the 
    direct final rule will not take effect and all public comments received 
    will be addressed in a subsequent final rule based on this proposed 
    rule. EPA will not institute a second comment period on this proposal. 
    Any parties interested in commenting on this proposal should do so at 
    this time.
