    Duke Energy Field Services, Inc.; Notice of Petition for 
    Declaratory Order
    
    March 4, 1998.
        Take notice that on February 25, 1998, Duke Energy Field Services, 
    Inc. (Duke), 370 17th Street, Suite 900, Denver, Colorado 80202, filed 
    a petition under Rule 207 of the Commission's Rules of Practice and 
    Procedure, for an order declaring that upon the completion of the 
    acquisition, ownership, and operation of the natural gas storage field, 
    base gas, injection, withdrawal, and observation wells, compression, 
    gathering systems, and related facilities currently owned by Richfield 
    Gas Storage System (Richfield), an affiliate of Duke, that such 
    facilities acquired by Duke and the services provided through such 
    facilities will not be subject to the Commission's jurisdiction under 
    Section 1(b) of the Natural Gas Act, all as more fully set forth in the 
    application on file with the Commission and open to public inspection.
        Richfield has concurrently filed an application, in Docket No. 
    CP98-254-000, seeking authority pursuant to Section 7(b) of the NGA to 
    abandon the facilities sought to be acquired by Duke and which are the 
    subject of this Petition.
        Any person desiring to be heard or to make any protest with 
    reference to said application should on or before March 11, 1998, file 
    with the Federal Energy Regulatory Commission, 888 First Street, N.E., 
    Washington, D.C. 20426, a petition to intervene or a protest in 
    accordance with the requirements of the Commission's Rules of Practice 
    and Procedure (18 CFR 385.214 or 385.211) and the Regulations under the 
    Natural Gas Act (18 CFR 157.10). All protests filed with the Commission 
    will be considered by it in determining the appropriate action to be 
    taken but will not serve to make the protestants parties to the 
    proceeding. Any person wishing to become a party to a proceeding or to 
    participate as a party in any hearing therein must file a petition to 
    intervene in accordance with the Commission's Rules.
