Approval and Promulgation of Air Quality Implementation Plans;
Connecticut; VOC RACT Catch-up
AGENCY: Environmental Protection Agency (EPA).
ACTION: Proposed rule.

SUMMARY: EPA is proposing to approve a State Implementation Plan (SIP)
revision submitted by the State of Connecticut. This action approves a
revision to the Connecticut State Implementation Plan (SIP). The
revision consists of approving revisions to subsections 22a-174-20(s),
22a-174-20(v), and 22a-174-20(ee) of Connecticut's regulations, which
define reasonably available control technology (RACT) for certain types
of sources of volatile organic compounds (VOCs), as meeting the
requirements of the CAA. This action also involves the conditional
approval of a new section 22a-174-32 which defines RACT for certain
types of sources of VOCs. In the Final Rules Section of this Federal
Register, EPA is approving the State's SIP revision as a direct final
rule without prior proposal because the Agency views this as a
noncontroversial revision amendment and anticipates no adverse
comments. A detailed rationale for the approval is set forth in the
direct final rule. If no relevant adverse comments are received in
response to this action, no further activity is contemplated in
relation to this proposed rule. If EPA receives adverse comments, the
direct final rule will be withdrawn and all public comments received
will be addressed in a subsequent final rule based on this proposed
rule. EPA will not institute a second comment period on this proposal.
Any parties interested in commenting on this proposal should do so at
this time.
