    SUMMARY: This notice announces receipt of an application to register 
    the pesticide product Ethylbloc, containing a new active ingredient not 
    included in any previously registered product pursuant to the 
    provisions of section 3(c)(4) of the Federal Insecticide, Fungicide, 
    and Rodenticide Act (FIFRA), as amended.
    
    DATES: Written comments must be submitted by April 9, 1999.

    submitted through e-mail.
        Information submitted as a comment concerning this notice may be 
    claimed confidential by marking any part or all of that information as 
    CBI. Information so marked will not be disclosed except in accordance 
    with procedures set forth in 40 CFR part 2. A copy of the comment that 
    does not contain CBI must be submitted for inclusion in the public 
    record. Information not marked confidential may be disclosed publicly

    SUPPLEMENTARY INFORMATION: EPA received an application from 
    Biotechnologies for Horticulture, Inc., 751 Thunderbolt Road, 
    Walterboro, SC 29488, to register the pesticide product EthylBloc (EPA 
    file symbol 71297-R), containing the active ingredient 1-
    methylcyclopropene at 0.43%, an active ingredient not included in any 
    previously registered product pursuant to the provisions of section 
    3(c)(4) of the Federal Insecticide, Fungicide, and Rodenticide Act 
    (FIFRA), as amended. Ethylbloc is intended for use only on ornamental, 
    non-food crops. Notice of receipt of this application does not imply a 
    decision by the Agency on the application.
        Notice of approval or denial of an application to register a 
    pesticide product will be announced in the Federal Register. The 
    procedure for requesting data will be given in the Federal Register if 
    an application is approved.
        Comments received within the specified time period will be 
    considered before a final decision is made; comments received after the 
    time specified will be considered only to the extent possible without 
    delaying processing of the application.

    has been established for this notice under docket number [OPP-30473] 
    (including comments and data submitted electronically as described 
    below). A public version of this record, including printed, paper
