    SUMMARY: This document requests comments on a petition filed by Richard 
    L. Billings, proposing the allotment of Channel 281A to Jefferson City, 
    Missouri, as that community's third FM broadcast service. The 
    coordinates for Jefferson City are 38-34-00 and 92-11-00. There is a 
    site restriction 1.5 kilometers southwest of the community.
    
    DATES: Comments must be filed on or before April 28, 1994, and reply 
    comments on or before May 13, 1994.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply
