                Antiterrorism Programs and Activities

                Memorandum for the Director of the Office of Management 
                and Budget

                By the authority vested in me by the Constitution and 
                laws of the United States of America, including section 
                301 of title 3 of the United States Code, and section 
                1051(b) of the National Defense Authorization Act for 
                Fiscal Year 1998 (Public Law 105-85), I hereby delegate 
                to you the reporting function vested in me by section 
                1051(b) of that Act.

                You are authorized and directed to publish this 
                memorandum in the Federal Register.
