    February 16, 1996; 61 FR 6894, February 22, 1996.
    
    PREVIOUSLY ANNOUNCED DATE OF MEETING: March 4, 1996.
    
    CHANGE: Addition of the following items to the closed meeting agenda:
    
        1. Election of the Vice Chairman of the Board of Governors.
        2. Consideration of a Modification Concerning the Redesign of 
    the Priority Mail Service Program.

        At its meeting on March 4, 1996, the Board of Governors of the 
    United States Postal Service voted unanimously to add to the agenda: 
    (1) Election of the Vice Chairman of the Board of Governors, and (2) 
    consideration of a modification concerning the redesign of the Priority 
    service program. Discussion on the first item was closed to the public 
    pursuant to section 552b(c)(6) of Title 5, United States Code; and 
    section 7.3(f) of Title 39, Code of Federal Regulations. Discussion of 
    the second item was closed to the public pursuant to section 
    552b(c)(9)(B) of Title 5, United States Code, and section 7.3(i) of 
    Title 39 Code of Federal Regulations. No earlier announcement of these 
    additions was possible. In accordance with 552b(f)(1) of Title 5, 
    United States Code, and section 7.6(a) of Title 39, Code of Federal 
    Regulations, the General Counsel of the United States Postal Service 
    certified that in her opinion discussion of these items could be 
    properly closed to public observation.
