    Missouri Pacific Railroad Company; Abandonment; in Woodson 
    County, KS (Piqua Industrial Lead)
    
        The Commission has issued a certificate authorizing the Missouri 
    Pacific Railroad Company to abandon its 8.5-mile rail line known as the 
    Piqua Industrial Lead, from milepost 382.5 near Durand to the end of 
    the track at milepost 374.0 near Piqua, in Woodson County, KS. The 
    abandonment certificate will be effective April 16, 1994, unless the 
    Commission also finds that: (1) A financially responsible person has 
    offered financial assistance (through subsidy or purchase) to enable 
    rail service to continue; and (2) it is likely that the assistance 
    would fully compensate the railroad.
        Requests for public use conditions must be filed with the 
    Commission and the applicant by March 28, 1994.
        Any financial assistance offer must be filed with the Commission 
    and applicant no later than March 27, 1994. The following notation 
    shall be typed in bold face on the lower left-hand corner of the 
    envelope containing the offer: ``Office of Proceedings, AB-OFA''. Any 
    offer previously made must be remade within this 10-day period.
        Information and procedures regarding financial assistance for 
    continued rail service are contained in 49 U.S.C. 10905 and 49 CFR 
    1152.27. Requests for public use conditions must conform with 49 CFR 
    1152.28(a)(2).
