    SUMMARY: The Federal Communications Commission, as part of its 
    continuing

    effort to reduce paperwork burden invites the general public and other 
    Federal agencies to take this opportunity to comment on the following 
    information collection(s), as required by the Paperwork Reduction Act 
    of 1995, Public Law 104-13. An agency may not conduct or sponsor a 
    collection of information unless it displays a currently valid control 
    number. No person shall be subject to any penalty for failing to comply 
    with a collection of information subject to the Paperwork Reduction Act 
    (PRA) that does not display a valid control number. Comments are 
    requested concerning (a) whether the proposed collection of information 
    is necessary for the proper performance of the functions of the 
    Commission, including whether the information shall have practical 
    utility; (b) the accuracy of the Commission's burden estimate; (c) ways 
    to enhance the quality, utility, and clarity of the information 
    collected; and (d) ways to minimize the burden of the collection of 
    information on the respondents, including the use of automated 
    collection techniques or other forms of information technology.

    1998. If you anticipate that you will be submitting comments, but find

        OMB Control No.: 3060-0106.
        Title: Section 43.61, Reports of Overseas Telecommunications 
    Traffic.
        Form No.: N/A.
        Type of Review: Extension of a currently approved collection.
        Respondents: Business or other for-profit.
        Number of Respondents: 248.
        Estimated Time Per Response: 160 hours.
        Frequency of Response: On occasion, quarterly, and annual reporting 
    requirements.
        Cost to Respondents: $98,900.
        Total Annual Burden: 7,554 hours.
        Needs and Uses: The telecommunications traffic data report is an 
    annual reporting requirement imposed on common carriers engaged in the 
    provision of overseas telecommunications services. The reported data is 
    useful for international planning, facility authorization, monitoring 
    emerging developments in communications services, analyzing market 
    structures, tracking the balance of payments in international 
    communications services, and market analysis purposes. The reported 
    data enables the Commission to fulfill its regulatory responsibilities.

        Title: Part 21--Multipoint Distribution Service Stations.
        Form No.: N/A.
        Type of Review: Revision of a currently approved collection.
        Respondents: Business or other for-profit.
        Number of Respondents: 8,299.
        Estimated Time Per Response: Ranges from .083 hours to 10 hours 
    depending on the rule section.
        Frequency of Response: On occasion reporting requirement.
        Cost to Respondents: $481,800.
        Total Annual Burden: 16,114 hours.
        Needs and Uses: The information requested under Part 21 is used by 
    the Commission staff to fulfill its obligations as set forth in 
    Sections 308 and 309 of the Communications Act of 1934, as amended, to 
    determine the technical, legal and other qualifications of applicants 
    to operate a station in the MDS services. The information is also used 
    to determine whether grant of an application will service the public 
    interest, convenience and necessity, as required by Section 309 of the 
    Communications Act. The staff also uses this information to ensure that 
    applicants and licensees comply with the ownership and transfer 
    restrictions imposed by Section 310 of the Act. On February 9, 1996, 
    the Commission adopted a Report and Order in WT Docket No. 94-148, 
    Terrestrial Microwave Fixed Radio Services. This Report and Order 
    adopted a new part 101 and reorganized and amended Part 21. With this 
    action, Part 21 contains only rules applicable to MDS. This action was 
    approved by OMB on 9/8/96 with an OMB Control Number of 3060-0718.
