    SUMMARY: In compliance with the Paperwork Reduction Act of 1995 (44 
    U.S.C. 3501 et seq.), this notice announces that the Information 
    Collection Request (ICR) abstracted below has been forwarded to the 
    Office of Management and Budget (OMB) for review and comment. The ICR 
    describes the nature of the information collection and its expected 
    burden. The Federal Register Notice with a 60-day comment period 
    soliciting comments on the following collection of information was 
    published on January 2, 1998 [6 FR 123].
    
    DATES: Comments must be submitted on or before April 16, 1998.

    SUPPLEMENTARY INFORMATION:
    
    Federal Highway Administration (FHWA)
    
        Title: Revision of Licensing Application Forms, Application 
    Procedures, and Corresponding Regulations.
        OMB Number: 2125-0568.
        Type Request: Extension of a currently approved collection.
        Form(s): OP-1, OP-1(P), OP-1(FF).
        Affected Public: Motor carriers, freight forwarders, and brokers.
        Abstract: The Secretary of Transportation is authorized to register 
    for-hire motor carriers of regulated commodities under the provisions 
    of 49 U.S.C. 13902, surface freight forwarders under the provisions of 
    49 U.S.C. 13903, and property brokers under the provisions of 49 U.S.C. 
    13904. These persons may conduct transportation services only if they 
    are registered. 49 U.S.C. 13901. Authority pertaining to these 
    registrations has been delegated to the FHWA, and related regulations 
    are found at 49 CFR part 365. Forms OP-1 (for motor property carriers 
    and brokers), OP-1(P) (for motor passenger carriers), and OP-1(FF) (for 
    freight forwarders) are used to apply for registration with the FHWA. 
    The forms all ask for limited information on the applicant's identity, 
    location, familiarity with safety requirements, and type of proposed 
    operations. Minor differences in each form reflect specific statutory 
    standards for registration of the different types of transportation 
    entities.
        Estimated Total Annual Burden: The estimated total annual burden is 
    36,000 hours.

        Comments are invited on: Whether the proposed collection of 
    information is necessary for the proper performance of the functions of 
    the Department, including whether the information will have practical 
    utility; the accuracy of the Department's estimate of the burden of the 
    proposed information collection; ways to enhance the quality, utility 
    and clarity of the information to be collected; and ways to minimize 
    the burden of the collection of information on respondents, including 
    the use of automated collection techniques or other forms of 
    information technology.
        A comment to OMB is best assured of having its full effect if OMB 
    receives it within 30 days of publishing in the Federal Register.
