AGENCY: Federal Communications Commission.
ACTION: Proposed rule.

SUMMARY: The Commission requests comments on a petition filed by Jose
J. Arzuaga proposing the allotment of Channel 297B1, Frederiksted,
Virgin Islands, as potentially the community's third local FM
transmission service. Channel 297B1 can be allotted to Frederiksted in
compliance with the Commission's minimum distance separation
requirements at city reference coordinates. The coordinates for Channel
297B1 at Frederiksted are North Latitude 17-42-48 and West Longitude
64-53-00.
DATES: Comments must be filed on or before May 3, 1996 and reply
comments on or before May 20, 1996.

Notice of Proposed Rule Making, MM Docket No. 96-43, adopted February
14, 1996, and released March 12, 1996. The full text of this Commission

Provisions of the Regulatory Flexibility Act of 1980 do not apply
to this proceeding.
