    SUMMARY: The Commission requests comments on a petition filed by 
    Michael S. Celenza seeking the allotment of Channel 262A to Sylvan 
    Beach, New York, as the community's first local aural service. Channel 
    262A can be allotted to the community without the imposition of a site 
    restriction, at coordinates 43-11-47 North Latitude; 75-43-51 West 
    Longitude. Canadian concurrence is required since Sylvan Beach is 
    located within 320 kilometers (200 miles) of the U.S.-Canadian border.
    
    DATES: Comments must be filed on or before May 2, 1996, and reply 
    comments on or before May 17, 1996.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply 
    to this proceeding.

    prohibited in Commission proceedings, such as this one, which involve
