Alabama Power Company; Notice of Availability of Final 
Environmental Assessment
March 12, 1996.
    A final environmental assessment (FEA) is available for public 
review. The FEA is for an application for Non-Project Use of Project 
Lands and Waters for the Martin Dam Hydroelectric Project. The FEA 
finds that approval of the application would not constitute a major 
Federal action significantly affecting the quality of the human 
environment. The Martin Dam Hydroelectric Project is located on the 
Tallapoosa River in Elmore County, Alabama.
    The FEA was written by staff in the Office of Hydropower Licensing, 
Federal Energy Regulatory Commission. Copies of the FEA are available 
for review in the Commission's Reference and Information Center, Room 
2A, 888 First Street NE., Washington, DC 20426. Copies can also be 
obtained by calling the project manager, Jon Cofrancesco at (202) 219-
0079.
