    -----------------------------------------------------------------------

SUMMARY: On June 9, 1992, the USDA, Forest Service, as lead agency,
issued a Notice of Intent (NOI) to prepare an Environmental Impact
Statement (EIS) for a proposal to develop a mine for copper extraction
in the Pinto Creek/Powers Gulch area in the Federal Register (57 FR
24461). The NOI indicated a 45 day period for comments on the Draft
EIS. A Notice of Availability of the Draft EIS was published by EPA in
the Federal Register (60 FR 6710) as EIS No. 950034, Draft EIS, AFS,
AZ, Carlota Open-Pit Copper Mine Project on February 3, 1995. The
Forest Service, USDA, has decided to extend the review period an
    additional 45 days.

DATES: Comments on the Draft EIS should now be received in writing by
    May 11, 1995.

ADDRESSES: Send written comments to USDA Forest Service, Tonto National
Forest, 2324 E. McDowell Road, Phoenix, AZ 85006, Attn: Paul Stewart.

SUPPLEMENTARY INFORMATION: The Forest Service received a number of
requests from both other agencies and the public to extend the review
period due to the complexity of the issues and the length of the Draft
EIS. After review of the extension requests, and consideration of
potential impacts to the mining proponent, an additional 45 days is
reasonable to provide for review of the Draft EIS. The entire comment
period will total 97-100 days from the release of the Draft.

        Dated: March 13, 1995.
    Charles R. Bazan,
    Forest Supervisor, Tonto National Forest.
