    Final rule; technical amendment.

    SUMMARY:

    This action makes an editorial change to the legal description of VHF Omnidirectional Range (VOR) Federal airway V-625 to reverse the order of points listed in the route description. This action is simply to comply with the standard format for describing routes. The existing alignment of the airway is not affected by this action.

    DATES:

    Effective Dates: 0901 UTC, May 29, 2014. The Director of the Federal Register approves this incorporation by reference action under 1 CFR part 51, subject to the annual revision of FAA Order 7400.9 and publication of conforming amendments.

    SUPPLEMENTARY INFORMATION:

    Background

    Current format guidelines for airway and route legal descriptions require that the order of points in a description be listed from “west-to-east” or from “south-to-north,” as applicable. The description for V-625 lists the points from “north-to-south.” This rule simply reverses the order of the points listed in Order 7400.9X to a “south-to-north” format for standardization.

    The Rule

    This action amends Title 14 Code of Federal Regulations (14 CFR) part 71 by reversing the order of points listed in the legal description of VOR Federal airway V-625. This is only an editorial change to comply with the standard route description format. The change does not alter the current alignment of V-625 and the airway track is correct on aeronautical charts.

    Since this action merely involves an editorial change in the legal description of VOR Federal airway V-625 to standardize the format, and does not involve a change in the dimensions or operating requirements of the affected route, I find that notice and public procedures under 5 U.S.C. 553(b) are unnecessary.

    The FAA has determined that this regulation only involves an established body of technical regulations for which frequent and routine amendments are necessary to keep them operationally current. Therefore, this regulation: (1) Is not a “significant regulatory action” under Executive Order 12866; (2) is not a “significant rule” under DOT Regulatory Policies and Procedures (44 FR 11034; February 26, 1979); and (3) does not warrant preparation of a Regulatory Evaluation as the anticipated impact is so minimal. Since this is a routine matter that only affects air traffic procedures and air navigation, it is certified that this rule, when promulgated, does not have a significant economic impact on a substantial number of small entities under the criteria of the Regulatory Flexibility Act.

    The FAA's authority to issue rules regarding aviation safety is found in Title 49 of the United States Code. Subtitle I, Section 106 describes the authority of the FAA Administrator. Subtitle VII, Aviation Programs, describes in more detail the scope of the agency's authority.

    This rulemaking is promulgated under the authority described in Subtitle VII, Part A, Subpart I, Section 40103. Under that section, the FAA is charged with prescribing regulations to assign the use of the airspace necessary to ensure the safety of aircraft and the efficient use of airspace. This regulation is within the scope of that authority as it is merely an editorial change of the legal description of V-625 to comply with existing administrative format procedures.

    Domestic VOR Federal Airways are published in paragraph 6010(a) of FAA Order 7400.9X, dated August 7, 2013, and effective September 15, 2013, which is incorporated by reference in 14 CFR 71.1. The VOR Federal airway listed in this document will be published subsequently in the Order.

    Environmental Review

    The FAA has determined that this action qualifies for categorical exclusion under the National Environmental Policy Act in accordance with FAA Order 1050.1E, Environmental Impacts: Policies and Procedures, paragraph 311a. This airspace action consists of editorial changes only and is not expected to cause any potentially significant environmental impacts, and no extraordinary circumstances exist that warrant preparation of an environmental assessment.
