supplementary information: The Historically Black Colleges and
Universities Capital Financing Advisory Board (Advisory Board) is
established under section 727 of the Higher Education Act as amended by
Public Law 102-325 (20 U.S.C. 1132c-6). The Advisory Board is
established within the Department of Education to provide advice and
council to the Secretary and the designated bonding authority as to the
most effective and efficient means of implementing construction
financing on historically Black college and university campuses and to
advise Congress regarding the progress made in implementing the
program. Specifically, the Advisory Board will provide advice as to the
capital needs of historically Black colleges and universities, how
those needs can be met through the program, and what additional steps
might be taken to improve the operation and implementation of the
construction financing program.
The meeting on April 4-5, 1994, is open to the public. The Advisory
board will review information concerning the activities of the
designated bonding authority; the selection criteria for choosing the
designated bonding authority; credit criteria; the operation of the
escrow account; and various issues concerning the operation and
implementation of the construction financing program.
A record will be made of the proceedings of the meeting and will be
available for public inspection at the Office of Postsecondary
Education, U.S. Department of Education, 400 Maryland Avenue SW. (Room
3915, ROB-3) Washington, DC between the hours of 8 a.m. and 4:30 p.m.
Monday through Friday.
