Notice of a Change in Subject Matter of Agency Meeting

    Pursuant to the provisions of subsection (e)(2) of the ``Government 
in the Sunshine Act'' (5 U.S.C. 552b(e)(2)), notice is hereby given 
that at its open meeting held at 10:00 a.m. on Tuesday, March 21, 1995, 
the Corporation's Board of Directors determined, on motion of Vice 
Chairman Andrew C. Hove, Jr., seconded by Mr. Stephen R. Steinbrink, 
acting in the place and stead of Director Eugene A. Ludwig (Comptroller 
of the Currency), concurred in by Director Jonathan L. Fiechter (Acting 
Director, Office of Thrift Supervision), and Chairman Ricki Tigert 
Helfer, that Corporation business required the withdrawal from the 
agenda for consideration at the meeting, on less than seven days' 
notice to the public, of a memorandum and resolution regarding proposed 
amendments to Part 325 of the Corporation's rules and regulations, 
entitled ``Capital Maintenance,'' which would, in implementing section 
208 of the Riegle Community Development and Regulatory Improvement Act 
of 1994, have the effect of lowering the capital requirement for small 
business loans and leases on personal property that have been 
transferred with recourse by qualified insured depository institutions.
    By the same majority vote, the Board further determined that no 
earlier notice of this change in the subject matter of the meeting was 
practicable.
