SUMMARY: Pursuant to 16 U.S.C., Subsection 4601-22(b); the Saguaro
National Monument Expansion Act of 1991, Public Law No. 102-61, 105
Stat. 303; and the Saguaro National Park Establishment Act of 1994,
Public Law No. 103-364, 108 Stat. 3467, the National Park Service,

    ------------------------------------------------------------------------

Acquisition of the County lands inside the park will place valuable
cultural and natural resources under Federal protection. The Federal
lands on which perpetual rights-of-way will be granted to Pima County
are all located on the park boundary and are currently encumbered by
dirt roads maintained by the County. Granting the rights-of-way will
eliminate the administrative cost and burden of processing
authorizations and agreements for continued County maintenance of the
roads. It will also allow the County to spend additional funds to
improve and better maintain the roads.
Appraisals have been completed and approved on all the tracts
involved in the exchange. Both parties have determined that the lands
and interests therein to be exchanged are of equal value.
