    Delegation of Authority Concerning the Information Security 
    Program
    
        Dated: March 19, 1998.
        Pursuant to the authority vested in the Secretary of the Treasury, 
    including the authority vested by 31 U.S.C. 321(b) and Executive Order 
    (E.O.) 12958, ``Classified National Security Information,'' dated April 
    17, 1995, as amended, it is ordered that:
        1. The Department shall maintain an information security program to 
    fulfill the responsibilities imposed by E.O. 12958, under which 
    national security information is to be classified, safeguarded and 
    declassified. The program shall be applicable throughout the 
    Department.
        2. The Assistant Secretary for Management and Chief Financial 
    Officer is delegated the authority of the Secretary to exercise and 
    perform all duties, rights, powers, and obligations under the above-
    referenced authority, except for any matter in which, by law, executive 
    order, or regulation of outside agencies, the personal decision of the 
    head of the agency or the principal deputy is required. This delegation 
    includes issuing any regulations required to implement the Department's 
    information security program.
        3. The Assistant Secretary for Management and Chief Financial 
    Officer is designated as the Department's senior agency official under 
    Section 5.6(c) of E.O. 12958, with authority to direct and administer 
    Treasury's information security program. The Assistant Secretary for 
    Management and Chief Financial Officer shall ensure that the functions 
    listed in Section 5.6(c) of E.O. 12958 are carried out.
        4. The authority to classify information is delegated in Treasury 
    Order (TO) 102-19, and this Order does not modify the provisions of TO 
    102-19.
        5. The responsibilities of the Special Assistant to the Secretary 
    (National Security) with respect to National Foreign Intelligence 
    Information continue uninterrupted and are not affected by this Order.
        6. The authority delegated by this order may be redelegated.
