Needs and Uses: Section 204 of the Magnuson-Stevens Fishery Conservation and Management Act provides for the issuance of fishing permits to foreign vessels. The persons wanting permits must submit application material needed by NOAA to evaluate and act on the request.

Frequency: Annually.
