Certain Cut-to-Length Carbon Steel Plate From the People's
Republic of China (PRC), the Russian Federation, the Republic of South
Africa, and Ukraine: Postponement of Preliminary Determination in
Antidumping Duty Investigation
AGENCY: Import Administration, International Trade Administration,
Department of Commerce.
ACTION: Notice of postponement of preliminary determination of
antidumping duty investigation.

SUMMARY: The Department of Commerce (the Department) is postponing the
preliminary determination for the investigation on certain cut-to-
length carbon steel plate products from the People's Republic of China,
the Russian Federation, the Republic of South Africa, and Ukraine. This
postponement is made pursuant to the Tariff Act of 1930, as amended by
the Uruguay Round Agreements Act (hereinafter, ``the Act'').

SUPPLEMENTARY INFORMATION:
The Applicable Statute
Unless otherwise indicated, all citations to the Tariff Act of 1930
(the Act) are references to the provisions effective January 1, 1995,
the effective date of the amendments made to the Act by the Uruguay
Rounds Agreements Act.
Postponement of Preliminary Determinations
We have determined that these investigations are extraordinarily
complicated within the meaning of section 733(c)(1)(B)(i) of the Act.
Among other considerations, there is a large number of respondents, and
claims for separate rates will have to be analyzed individually (see
Decision Memorandum from Joseph A. Spetrini, Deputy Assistant Secretary
for AD/CVD Enforcement to Robert LaRussa, Acting Assistant Secretary,
Import Administration, March 20, 1997).
Furthermore, we have determined that the parties concerned are
cooperating, as required by section 733(c)(1)(B) of the Act, and that
additional time is necessary to make these preliminary determinations
in accordance with section 733(c)(1)(B)(ii) of the Act.
For these reasons, the deadline for issuing the preliminary
determination in these cases is now no later than May 14, 1997.
This notice is published pursuant to section 733(c)(2) of the Act.
