    AGENCY: Federal Communications Commission.

    SUMMARY: The Commission requests comments on a petition filed by Kellie 
    K. Brown seeking the allotment of Channel 268A to Ruidoso, NM, as the 
    community's third aural and second local FM service. Channel 268A can 
    be allotted to Ruidoso in compliance with the Commission's minimum 
    distance separation requirements without the imposition of a site 
    restriction, at coordinates 33-20-00 NL; 105-40-54 WL. Mexican 
    concurrence is required since Ruidoso is located within 320 kilometers 
    (199 miles) of the U.S.-Mexican border.
    
    DATES: Comments must be filed on or before May 13, 1996, and reply 
    comments on or before May 28, 1996.

        Provisions of the Regulatory Flexibility Act of 1980 do not apply
