David Head; Notice of Availability of Environmental Assessment

    March 23, 1999.
An environmental assessment (EA) is available for public review.
The EA is for an application to surrender the exemption for the White's
Brook Micro Hydroelectric Project, located on White's Brook near the
town of Gilead, in Oxford County, Maine.
The EA evaluates the environmental impacts that would result from
the removal of all existing hydropower facilities at the site. The EA
finds that approval of the application would not constitute a major
federal action significantly affecting the quality of the human
    environment.
