    SUMMARY: Following receipt on March 23, 1994, of a request from the 
    House Committee on Ways and Means and the Senate Committee on Finance, 
    the Commission instituted investigation No. 332-353, Potential Impact 
    on the U.S. Economy and Industries of the GATT Uruguay Agreements, 
    under section 332(g) of the Tariff Act of 1930 (19 U.S.C. 1332(g)).

    BACKGROUND: In their letter dated March 23, 1994, the Committees note 
    that the President notified the Congress on December 15, 1993, of his 
    intention to enter into trade agreements resulting from the Uruguay 
    Round of multilateral trade negotiations under the General Agreement on 
    Tariffs and Trade (GATT).
        The Committees asked the Commission to conduct a study under 
    section 332(g) consisting of (1) a review and analysis of existing 
    economy-wide studies of the effects of the Uruguay Round, focusing on 
    the effects on overall U.S. employment, output, and trade flows; and 
    (2) analyses of the impact of both tariff and nontariff provisions of 
    the GATT Uruguay Round Agreements on important agricultural, 
    industrial, and service sectors of the economy. Both areas of analysis 
    should include consideration of the likely impact of the Agreements on 
    U.S. production, employment, U.S. consumers, and U.S. exports and 
    imports.
        The Committees asked that the analyses be based on the Agreements 
    as concluded to date, not on hypothetical assumptions concerning 
    provisions that are still under negotiation. They also asked that the 
    study focus on those provisions having the greatest impact on 
    individual sectors. More specifically, the Committees asked that the 
    Commission's assessment identify those provisions of the Agreements 
    likely to significantly impact each sector.
        The Committees have requested the study by June 17, 1994 and have 
    directed that the report should be concise and emphasize important 
    implications rather than quantitative detail.
    
    WRITTEN SUBMISSIONS: Interested persons are invited to submit written 
    statements concerning the matters to be addressed by the Commission in 
    its report. The Commission is especially interested in receiving 
    information regarding the impact of the GATT Uruguay Round Agreements 
    on individual sector employment, output, and trade flows. A list of the 
    sectors under examination by the Commission is attached. Written 
    submissions should be received no later than noon on May 2, 1994. All 
    submissions should be addressed to the Secretary of the Commission at 
    the Commission's office, 500 E Street, SW., Washington, DC 20436.
        Commercial or financial information that a submitter desires the 
    Commission to treat as confidential must be submitted on separate 
    sheets of paper, each clearly marked ``Confidential Business 
    Information'' at the top. All submissions requesting confidential 
    treatment must conform with the requirements of Sec. 201.6 of the 
    Commission's Rules of Practice and Procedure (19 CFR 201.6). All 
    written submissions, except for confidential business information, will 
    be made available for inspection by interested persons.
