    Prospective Grant of Exclusive Patent License
    
    AGENCY: National Institute of Standards and Technology, Commerce.
    
    ACTION: Notice of prospective grant of exclusive patent license.

    SUMMARY: This is notice in accordance with 35 USC 209(c)(1) and 37 CFR 
    404.7(a)(1)(i) that the National Institute of Standards and Technology 
    (``NIST''), U.S. Department of Commerce, is contemplating the grant of 
    an exclusive license in all microgravity and space related research 
    including, but not limited to the Space Shuttle, the MIR Space Station, 
    the US Space Station, orbital re-entry vehicles, sounding rockets and 
    low ``g'' research aircraft, to practice the invention embodied in U.S. 
    Patent Number 5,104,478, titled, ``Method For Making Single Crystals'' 
    to Instrumentation Technology Associates, Inc., having a place of 
    business in Exton, Pennsylvania. The patent rights in this invention 
    have been assigned to the United States of America.

    SUPPLEMENTARY INFORMATION: The prospective exclusive license will be 
    royalty-bearing and will comply with the terms and conditions of 35 
    U.S.C. 209 and 37 CFR 404.7. The prospective exclusive license may be 
    granted unless, within sixty days from the date of this published 
    Notice, NIST receives written evidence and argument which establish 
    that the grant of the license would not be consistent with the 
    requirements of 35 U.S.C. 209 and 37 CFR 404.7.
        U.S. Patent Number 5,104,478 is a method for making single 
    crystals, comprising osmotically removing the solvent from a solution 
    containing the material to be grown into a crystal.
        The availability of the invention for licensing was published in 
    the Federal Register, Vol. 57, No. 158 (August 14, 1992). A copy of the 
    patent application may be obtained from NIST at the foregoing address.
