SUMMARY: Notice is hereby given that the Environmental Protection
Agency's (EPA) is sponsoring a technical conference on Sanitary Sewer
Overflows (SSOs). This conference is sponsored by the EPA Office of
Research and Development's Center for Environmental Research
Information in Cincinnati, OH, in cooperation with the EPA Office of
    Wastewater Management in Washington, DC.

    Background and Purpose

Thousands of municipalities across the nation are serviced by
separate sanitary sewer systems. A chronic problem that faces many of
these systems is the occurrence of sanitary sewer overflows (SSOs).
Caused mainly by the infiltration and inflow of wet weather flows and
blockages and flow restrictions in the sewer system, these SSOs can
pose a risk to public health and the quality of our nation's waters.
The U.S. Environmental Protection Agency (EPA) is currently in the
initial stages of evaluating issues associated with SSOs. To bring
together individuals from across the country to discuss the technical
and institutional issues related to SSOs, EPA's Office of Research and
Development is holding this conference on SSOs in cooperation with the
EPA Office of Wastewater Management in Washington, DC. All interested
    persons are invited.
The purpose of this conference is to examine each major issue
relating to SSOs by providing an open forum for the presentation of
papers and discussions dealing with the technical and institutional
issues related to the causes, effects, management and control of SSOs.
This conference will include presentations and discussions of the
    following issues relating to SSOs:

         Problem definition and identification
         Monitoring and reporting
         Sewer system analysis and modeling
Infiltration (including RII) and inflow sources
         Exfiltration
Sewer system design and construction for SSO prevention
Sewer system inspection, operation, maintenance and
    rehabilitation
         Building sewer inspection and maintenance
         Treatment plant issues
         Regulatory/institutional issues
