    Allied Signal Inc., Truck Brake Systems Co., Charlotte, North 
    Carolina, Certification Regarding Eligibility To Apply for NAFTA-
    Transitional Adjustment Assistance
    
        Pursuant to Title V of the North American Free Trade Agreement 
    Implementation Act (Pub. L. 103-182) concerning transitional adjustment 
    assistance, hereinafter called NAFTA-TAA and in accordance with section 
    250(a), Subchapter D, Chapter 2, Title II, of the Trade Act of 1974, as 
    amended (19 USC 2331), the Department of Labor herein presents the 
    results of an investigation regarding certification of eligibility to 
    apply for NAFTA-TAA.
        In order to make an affirmative determination and issue a 
    certification of eligibility to apply for NAFTA-TAA, the group 
    eligibility requirements in either paragraph (a)(1)(A) or (a)(1)(B) of 
    Section 250 of the Trade Act must be met. It is determined in this case 
    that the requirements of (a)(1)(B) of Section 250 have been met--a 
    shift in production from the workers' firm to Mexico or Canada of 
    articles like or directly competitive with those produced by the 
    subject firm.
        The investigation was initiated on January 21, 1997 in response to 
    a petition filed by International Union of United Automobile, Aerospace 
    and Agricultural Implement Workers of America (UAW), Local 2081, on 
    behalf of workers at Allied Signal Inc., Truck Brake Systems Company, 
    Charlotte, North Carolina. Workers are engaged in the production of 
    truck brake products.
        Investigation findings revealed that a shift in production of truck 
    brake products to Acuna, Mexico has occurred and is continuing.
    
    Conclusion
    
        After careful review of the facts obtained in the investigation, I 
    conclude that there was a shift in production from the workers' firm to 
    Mexico of articles that are like or directly competitive with those 
    produced by the subject firm. In accordance with the provisions of the 
    Trade Act, I make the following certification:
    
        All workers at Allied Signal, Truck Brake Systems Company, 
    Charlotte, North Carolina who became totally or partially separated 
    from employment on or after January 21, 1996 are eligible to apply 
    for NAFTA-TAA under Section 250 of the Trade Act of 1974.
